There's really no greater compliment you can give a customizer than this: I have no clue what platform this is built upon. And I happily give that very statement to Motorbot's wonderful strange creature known as "The Kraklin." Okay, so I am like 99% sure this is a Munny… but the amount of sculpting makes it impossibly to know for sure; the safest thing to do is, like Dragatomi's web site, simply state "resin on vinyl."
